Twenty Faces, Chiko and Koito managed to be safe however the professor escaped and brought chaos to the city claiming he's Twenty Faces and that he'll steal Tokyo. Feared that the war is gonna start again, the mob panicked and discovered Chiko is with them. They thought if they capture her and make her hostage, Twenty Faces will surrender himself. Half of the episode were just about the mob chasing after Chiko while she thinks of a way to get to the malfunctioning tower.
